Family cord blood banking, or private banking, is where stem cell cord blood is collected, processed, and stored for a fee and cord blood is only used for the cord blood provider or their family.
Public Banking can be done through a number of organizations, typically for no cost. After blood is collected, it can be used for research and other people in need of donor stem cells.
So basically, Family Banks collect and store cord blood stems cells at a cost for the assurance of availability to the donor themselves and their family. Public Banks collect and store cord blood stem cells for no cost because they no longer belong to the donor or their family and can't be readily available if needed.
